The grain tax from Hu Ruoyun's family was classified as third grade! This was the result of a joint inspection by Vice Governor Wang Hongbin, Mayor of Jinan City Meng Xiangjun, Director of the Grain Bureau Wu Baoshan, and County Head Jiang Ruming of Annan County.
What does this mean? To put it simply, third-grade wheat can be sold for six to seven cents more per pound than sixth-grade wheat, which translates to an extra hundred or so dollars for 1,600 pounds!
However, the implications of this incident extend far beyond that.
Jiangbei Province is an agricultural powerhouse, and Annan County is renowned as a national granary. This time, due to natural disasters, both the central government and the province have taken the situation seriously. Vice Governor Wang made a special trip to Annan for research, with the Provincial Television Station following the entire process. The extent of the disaster was evident, but what caught many accompanying leaders off guard was that the Grain Management Office in Laogu Township encountered Hu Ruoyun's family while they were paying their grain tax, and they also had to deal with a lackadaisical Little Mustache nearing the end of his workday. The incident involving Hu Ruoyun's grain tax was merely an accident. What truly alarmed the leaders was Vice Governor Wang discovering that the Laogu Township Grain Management Office was ignoring the national policy on minimum purchase prices for summer grain from farmers and intentionally downgrading quality and prices!
This was serious. Moreover, if such a situation existed in Laogu Township, what about other towns in Annan County? What about other districts in Jinan City?
Vice Governor Wang was clearly angry. The occurrence of such a situation reflected his own oversight as Vice Governor!
He personally witnessed Hu Ruoyun's grain being stored without even needing Hu Qihua or Hu Zhenhua to carry the bags themselves; a group of quality inspectors from the Grain Management Office rushed to do the work. Under normal circumstances, you might think that if you specifically address an email to a certain leader, they will definitely see it? Wrong. The Mayor and the County Head accompanied the delegation from Province as they departed, leaving Director of the Grain Bureau Wu Baoshan to handle subsequent matters.
Soon, news spread across the villages in Laogu Township that Village’s Grain Management Office Director Hu had been dismissed, and his brother-in-law, who served as a Quality Inspector, had also been fired.
The onlookers were puzzled by the situation, but brothers Hu Qihua and Hu Zhenhua understood the underlying reasons. Instead of feeling pleased about shaking hands with the Vice Governor and securing a good price for their grain, they were worried and frowning. Their concerns stemmed from the fact that their own child had caused this trouble; what if the leaders from the county or Township sought retribution?
Hu Ruoyun reassured them, “Don’t worry. The Vice Governor has said that if there are any issues, we can approach him. There’s no need to fear; it’s unlikely that the Township or county will seek revenge. They might even come to apologize.”
Sure enough, not long after, several cars arrived at Hu Family Village, stopping at the entrance of Hu Ruoyun’s alley with the company of the Village Chief. The leader was unfamiliar to Hu Ruoyun, but the second person in line was a familiar face—County Director of the Grain Bureau Wu Baoshan. A few leaders from the Township followed behind.
Director Wu introduced those accompanying him to Hu Ruoyun, who had come out with his father and Second Uncle: “This is County Head Zhong. They are Hu Qihua and Hu Zhenhua.” He then turned to introduce Hu Ruoyun: “This is Hu Ruoyun.” He continued with introductions: “This is our Deputy County Head responsible for rural agricultural affairs, Deputy County Head Zhong.”
The house of Hu Ruoyun could hardly accommodate so many people. Aware of the typical conditions in a farmer's home, Deputy County Head Zhong warmly shook hands with both Hu Qihua and Hu Zhenhua: “There are too many of us; we won’t go inside. We’re here to see how our grassroots farmers are living and to discuss some issues regarding summer grain procurement… Well, I assure you that the county will provide a resolution…”
His words sounded grand but lacked substantial content. Hu Ruoyun understood that this visit was motivated by concerns that he might escalate matters through his connection with Vice Governor Wang. It was a gesture meant to reassure them.
Amidst the enthusiastic applause from the villagers, Deputy County Head Zhong waved frequently.
The atmosphere in front was lively, but being shorter in stature, Hu Ruoyun found himself pushed to the back. Suddenly, a man in his twenties wearing a suit and white sneakers gently pulled him aside: “Hey, little brother, come here for a moment.”
Confused, Hu Ruoyun was led to a corner: “Brother Xiao Hu, I’m the correspondent for our township’s head, Township Head Feng, my name is Chai Hongmin. Here’s my phone number and a business card for our Township Head Feng. If you need anything in the future, feel free to reach out to me; if I can’t handle it, I’ll report it to Township Head Feng…” Looking up, he saw a man of medium build with a square face in his thirties smiling and nodding at him next to Deputy County Head Zhong.
