One night passed without a word. As a man, and having not seen Yang Mengying for a year, it was only natural to engage in some adult activities late at night. When Wang Chao finally opened his eyes again, it was already mid-morning the next day. Yang Mengying had placed breakfast beside him, and he could still see the blush on her face and the awkwardness in her movements. These matters, of course, were not to be shared with outsiders.
"It’s been four months since we last met. We have a big meeting soon, so finish your meal and hurry over. I won’t be going," Yang Mengying said to Wang Chao.
Wang Chao smiled and quickly finished his breakfast. Yang Mengying made a funny face and lay down on the bed. Wang Chao knew that they had gone a bit overboard the previous night. Humming a little tune, he left the room. The meeting was being held in the villa next door, which was quite close. As he entered, he happened to run into Shen Zhitao, who seemed to look at him strangely today.
"Where's Yang Mengying?" Shen Zhitao asked in a sarcastic tone. Before Wang Chao could respond, Shen Zhitao walked into the room, leaving Wang Chao looking bewildered.
Once inside, he noticed that everyone had arrived and taken their seats. Shen Zhiying stood up and said, "Alright, since Wang Chao just returned, I'll briefly explain the situation regarding the Safe Zone." Everyone nodded as they listened to Shen Zhiying continue, "From the time you went missing until now, it has been four months and ten days. During this period, we have eliminated the zombies outside the Safe Zone and cleared their bodies."
Wang Chao nodded in acknowledgment.
Shen Zhiying continued, "During this process, Da Qiang, Tang Feng, and I have all advanced to Golden Lower Level status. Shen Zhitao is at Silver Upper Tier level, while Yiyi, Xiao Wei, Wan'er, and other non-combat personnel have reached Silver level. In the last zombie siege, out of two thousand men in the Safe Zone, four hundred had already died at that time. Due to a lack of effective medication and medical care, approximately seven hundred more have since perished."
Everyone fell silent. Indeed, compared to the threat of zombies, nature posed an even deadlier risk. After all, those who could run from zombies generally survived; however, if one contracted bacterial infections or viruses, escape would be futile—especially when essential medications like aspirin, morphine, and antibiotics were desperately needed.
Although Wang Chao's Spatial Ring had considerable space, it couldn't hold enough supplies to sustain daily medical needs for thousands of people. This was a significant problem that needed to be addressed.
At that moment, Shen Zhiying added, "Moreover, with summer here and many people still nursing wounds that haven't healed properly, infections are extremely likely. At that point, we will need even more medications—something that the Safe Zone is currently lacking. If we can't find a way to secure these supplies soon enough, the death toll will far exceed what we've seen so far..."
"That is indeed a problem," Wang Chao scratched his head and said. "Have we searched nearby areas? There should be some medications around."
Shen Zhiying nodded and replied, "We sent several squads out to search during this time but with little success. Once construction in the Safe Zone is complete, we will need to search larger hospitals as well. Unfortunately, we're in a suburban area that's quite far from major hospitals. Naturally, this task will fall on you as the commander of the Safe Zone."
"This is something that should naturally be done," Wang Chao said.
Shen Zhiying replied, "The most pressing issue right now is the shortage of Salt. The Salt in the Safe Zone can barely last much longer. The food we are cooking has become tasteless. If we can't replenish our supplies in time, the number of deaths will be no less than during a plague."
Wang Chao sighed. Just yesterday, he thought the situation in the Safe Zone was quite favorable, but now he realized there were still many problems to face, and each one was significant. Although Commander Yu had built several storages beneath the villa in the Safe Zone, most of them contained Crystal, food, and treasures like gold.
However, Salt and medicine were alarmingly scarce.
"Is there enough food?" Wang Chao asked, considering this.
"Yes," Shen Zhiying confirmed. "We have a surplus of food, and the crops on the back mountain are growing well. It looks like we will have a good harvest next year. That area was originally farmland returned to forest, so the soil is fertile and it’s near the Jing River. There shouldn't be any issues with self-sufficiency. Besides feeding the ten thousand people in the Safe Zone, we should have some left over. Even if we encounter a disaster year in the future, it will be sufficient."
Wang Chao finally felt relieved. If there were no food, the Safe Zone would truly be a hopeless place.
"Well then, what about medicine and Salt? Are there any other shortages?" Wang Chao continued to inquire. After pondering for a moment, Shen Zhiying replied, "We are severely lacking in manpower. You see, we only have around ten thousand people in our Safe Zone, and even fewer men—just a mere ten thousand. But every task requires labor: mining, manufacturing bullets and weapons, generating electricity, and so on..."
That was true; the population in this Safe Zone was indeed too small. Compared to the hundreds of thousands in the Imperial Capital Safe Zone, Jing City Safe Zone felt like a kindergarten. Even if women could be utilized as men and men as livestock, it wouldn't help much. When they arrived, only a few came by helicopter, soaring high above without seeing any other Survivors.
Shen Zhiying continued, "Next up is something quite special. Under Xiao Wei's suggestion, we've formed a hundred-man unit composed entirely of silver-level fighters. The reason we couldn't resist last time was that our Guards were too weak. If it weren't for that Worm appearing, you all might have been wiped out completely. So staying idle in the Safe Zone is truly useless."
"Thus," Shen Zhiying explained further, "Xiao Wei devised a reward and punishment system. For instance, bringing back a Survivor or finding medicine or Salt can earn you Crystals and other rewards. This way not only motivates everyone but also enhances their strength surrounding the Safe Zone. Compared to Commander Yu's coercive methods, this approach is infinitely more clever; everything is based on voluntary participation. If you don't want to go and your abilities are lacking, that's not anyone else's problem."
"But if someone really doesn't want to go, that's fine too; as long as you're within the Safe Zone, your life is secure. Of course, the Safe Zone operates on a system where more work means more rewards; less work means fewer rewards; no work means no rewards at all. As long as you labor, safety and food are guaranteed."
Wang Chao nodded heavily and said, "Alright, then our next target is the large hospital in Jing City."
