In the countryside, complex relationships between men and women are the hardest to accept. When Qin Chizian and Aiyaximu returned to Qin Family Village, it started with his mother, then Aunt Er, and soon enough, various unrelated people came asking, "How did that big star who sang at the Spring Festival Gala end up hugging you?"
Aiyaximu stepped in to explain, "They were filming an advertisement."
Some people understood; filming an advertisement meant acting and shouldn't be taken seriously. However, others thrived on gossip. Wu Dezi's wife earnestly advised Aiyaximu, "Girl, you should be more careful!" She cited examples of others who had ended up together after filming a drama.
It seemed as if the words "Chen Shimei" were already written all over Qin Chizian's face. His mother was getting annoyed: "You two should go back to Jiangcheng to avoid being asked questions every day!"
After the New Year, work resumed. Following the First Wenyuan Woven Art Festival in the twelfth month, Qin Chizian's presence in Bashu Township was overwhelming. Old Shen from the Broadcast Station insisted on writing a piece about him to air, but after much persuasion from Qin Chizian, he finally relented.
Director Zhou from the Finance Office couldn't help but laugh: "To be honest, Director Qin, I've been working in our Finance Office for almost five years now, and we've never had this much money in our accounts!"
Soon after, Baliushu Township experienced a series of personnel changes: former Deputy County Magistrate Jiang Ming reached retirement age, and Comrade Wan Hongcai was promoted to Deputy County Magistrate. Such a significant appointment had been kept completely under wraps until now.
Comrade Jian Junzhan was promoted to Secretary, Comrade Chai Hongmin was transferred to the County Discipline Inspection Commission as Deputy Secretary, and Comrade He Hongmei was reassigned as Deputy Secretary of Baliushu Township. Additionally, Baliushu welcomed a new Deputy Township Head named Zhang Huaimin and a Director of the Party and Government Office named Zhang Yongjian.
The position of Town Mayor remained vacant.
While everyone was lamenting for Qin Chizian's situation, Wang Hongqiang, who had previously worked at Chengguan Town's Party and Government Office, was transferred to Baliushu Township as Deputy Section Chief.
The world is indeed strange; often what you think and what reality presents do not align at all.
Zhang Huaimin was of medium height and in his forties; he had spent three years as Deputy Township Head in Old Solid Camp without making a name for himself. His move to Baliushu was considered a lateral transfer. Zhang Yongjian had previously served as Deputy Section Chief in the County Committee Office under Secretary Lin Hai and was now assigned to Baliushu as Director of the Party and Government Office—a promotion of sorts.
Although Wang Hongqiang's position hadn't changed much, his rank had risen. Yet there was no movement regarding Qin Chizian!
Secretary Jian convened a meeting to discuss matters related to Jiangcheng. In the conference room were Deputy Secretary He, Deputy Township Head Zhang, Deputy Mayor Tao, Deputy Township Head Sang, Vice Mayor Wen, Director Zhang, Organization Committee Member Feng Siqin, the rarely present Chairman Zhu Linshen, Vice Township Head Hu Jiajin who had been on long-term sick leave and hardly worked, and Propaganda Committee Member Sun Shuan.
Jian Junzhan looked around and asked, "Where's Xiao Qin? Why hasn't he arrived yet?"
Zhang Yongjian raised his hand: "Secretary Jian, I'm here!"
"Director is here; his deputy can step aside," Jian Junzhan said to He Hongmei. "Call Xiao Qin!"
He Hongmei nodded in understanding.
Qin Chizian arrived and quietly took a seat at the back.
"Next week, we will be reporting to the urban area, led personally by County Magistrate Gao," Secretary Jian announced. "Today, we will discuss two aspects and four matters. First, the urgent topic: next Monday, we will present at Jiangcheng regarding the First Wenyuan Woven Art Festival. We need to discuss the specific personnel involved. He Deputy Secretary, please start."
He Hongmei cleared her throat. "Secretary Jian, we are all participants in the inaugural art festival. I have been heavily involved in the sponsorship and investment aspects, and I can prepare the necessary materials. However, I feel I haven't planned everything comprehensively. I believe Deputy Director Qin has touched on various aspects of the work, especially in terms of revenue generation; it was he who proposed those ideas. I suggest Deputy Director Qin take the lead in presenting the theme."
Under normal circumstances, such a statement from He Hongmei would be quite inappropriate: promoting the lowest-ranking subordinate without fully understanding the leader's intentions could backfire if their thoughts did not align.
"Mayor Huai Min, what do you think?" Secretary Jian continued, calling on another participant.
"I just arrived and am not familiar with many situations, so I won't comment this time," Zhang Huaimin replied.
"Director Yongjian, your thoughts?" Jian Junzhan turned his gaze toward Zhang Yongjian. In his late thirties, Zhang had neatly combed hair and wore gold-rimmed glasses that gave him a scholarly appearance. He took a sip of tea before speaking. "My opinion may differ from that of He Deputy Secretary; I do not agree with Deputy Director Qin being the main presenter!"
The others who had yet to speak—Zhu Linshen, Feng Siqin, Hu Jiajin, and Sun Shuan—exchanged silent glances: this new Director of the Party and Government Office was no pushover!
