This demonstrated the cunning of Wandering. Lank and his group had been recruited during the Competition Match, under certain conditions. The stipulation was that Lank could not use Force against ships, the Navy, or civilians unless it was for self-defense. The alliance provided an order to lift the bounty on them, effectively reducing both parties to ordinary citizens. What followed was a game and contest between the Eternity Alliance Navy and Lank. Lank was certainly pleased with this arrangement; he had escaped capture by Alliance Hunters twice, but he also sensed danger. If several hunters infiltrated Pirate City, it would be difficult for him and his brothers to determine whether they were facing opponents.
Upon returning, Lank issued an order allowing all practitioner vessels to pass freely. Meanwhile, the alliance established rules stating that practitioners entering Pirate City must not engage in any violent behavior, regardless of whether it was deemed just or unjust. Lank's mission was to attack a cruise ship based on provided navigation routes, locations, and times, eliminating everyone aboard. As for the reasons behind this task, Lank did not care to ask. He rarely worked for the Elder Council—perhaps once every year or two—and in return for his services, Dawn Empire would not support a heavy military crackdown on Pirate City.
This left many puzzled; not only did Dawn Empire oppose such actions against Pirate City, but several other powerful nations did as well. It wasn't because they were colluding with Lank; rather, it was about politics. For example, Pul City—the third-largest nation on the Eastern Continent—sent its Navy to patrol dangerous waters and escort merchant ships for maritime security. Naturally, their influence extended into various regions as they established Navy bases and intervened in military conflicts within host nations to support puppet regimes.
In another world, Southeast Asian pirates were far more ruthless than those from Somalia but were eradicated nonetheless. Why? They held no political value as Southeast Asian countries remained relatively stable. Somali pirates? Their equipment was laughably inadequate, and their military training pitifully low; during Black Hawk Down, U.S. forces found themselves surrounded by Somali militia in urban areas—suffering fifteen casualties while inflicting thousands on their adversaries. Wars like those in Iraq and the Gulf failed to eliminate piracy? Do you believe that? Old Sa certainly did not. Even more absurdly, numerous countries dispatched escort fleets to that region while instructing their soldiers not to engage pirates proactively but only to drive them away. If all pirates were wiped out, they would have no excuse left.
Politics is something one can only chuckle about...
Cui Ming clearly showed little interest in politics. After arriving on the island, someone specifically welcomed him and his companions while explaining that Lank had business outside but had prepared some souvenirs for everyone and hoped they enjoyed their time in Pirate City. Cui Ming received a heavy box from a burly man; unprepared for its weight, he nearly embarrassed himself but thankfully managed to cover up his awkwardness with Force.
