Lin Yuan initially thought that after this, the other party would take some action, but he soon realized that nothing had happened for several days. Once he finished moving, the district's notification came through.
He had already taken on the role of an advisor at the district police station, so this visit was framed as an exchange. Not only him, but several other provinces also sent advisors over. Just like the advisors who visited the police station last time, there were occasions when the police department found it hard to keep up with cases, and this arrangement was meant to save everyone time and improve case-solving efficiency.
Fortunately, the district wasn't far from here; otherwise, he would have had to take a taxi. Lin Yuan sighed as he carried his backpack. He still wasn't very familiar with police procedures; those processes required systematic learning, which Lin Yuan hadn't had the opportunity to pursue. Luckily, as an advisor, his main task was to solve cases without worrying about those details.
The district wasn't exactly the most bustling area of Haishi. After taking one bus line and transferring to another, Lin Yuan finally arrived at his destination. The district police station was quite capable; they arranged hotel accommodations for all visiting advisors. After showing his credentials, Lin Yuan made his way to his room.
When he entered, he found someone already inside. A man in a shirt and glasses, clearly an intellectual, was sitting on the bed and greeted Lin Yuan with a wave.
"Hello, I'm Jiang Jinchuan from Jiang City."
"Hello, I'm Lin Yuan from Haishi District."
After putting down his belongings, Lin Yuan took out the computer provided by the police station, which allowed direct access to Haishi's website.
"I haven't seen you before; are you new here?" Jiang Jinchuan asked. He had been to Haishi before and recognized most of the people there.
Lin Yuan nodded. "I just started this month."
Seeing that Lin Yuan seemed quite interesting and that they were about the same age, Jiang Jinchuan felt they would have plenty to talk about.
"Did the person who recommended you say anything before you came?"
Lin Yuan thought for a moment; it was Team Leader Zhang who recommended him. "He just said to pay more attention here; that’s about it."
"That can't be all! Didn't someone from your side make quite an impression? They even changed the network at police headquarters!"
Lin Yuan didn't expect Jiang Jinchuan to know about this and could only respond, "Yes, there is such a person. How did you find out?"
"We analyze internal cases almost every year at our station. With thousands of cases suddenly appearing, it's hard not to take notice."
This left Lin Yuan somewhat surprised.
The other party smiled and said, "Do I not look like someone with much experience? In fact, I've been a consultant for three years."
It was true; he didn't seem like it. But there was nothing to be done about that. If the crime rates in every city could be lowered a bit, we wouldn't have much to do here.
This was Jiang Jinchuan's honest opinion. Since it was Lin Yuan's first time here, Jiang Jinchuan briefly introduced the main points. There were three consultants for this area, so aside from those already in the city, only one had come this time.
To be honest, we are just here to gather some insights and lend a hand. The consultants who remain in a first-tier city like Haishi must possess greater strength and sharpness, especially the three from the district. As for Jing City, they are not yet qualified to handle such matters.
After a brief understanding of the situation, Lin Yuan prepared to head over with him. It was more convenient for Lin Yuan to come to Haishi, while Jiang Jinchuan had arrived the day before.
They arrived quite early; the agreed meeting time was ten o'clock, and it was only nine-thirty now. Upon entering the district, Lin Yuan immediately sensed that the atmosphere here was completely different from that of the area he was used to; everyone moved with urgency.
"Let's wait here for a bit," Jiang Jinchuan suggested. "You can take a look at some recent cases in the district." He shared a link with Lin Yuan that contained data from the past week.
Lin Yuan had mentally prepared himself before coming, but he was shocked to find that in just one week, there were as many as ten cases reported. That was equivalent to a month's worth of cases for the district. Moreover, judging by these cases, they all seemed to have a certain level of difficulty.
"I see that the tracking times for these cases aren't long and the investigations aren't thorough either. Is it due to a lack of manpower?"
"I knew you would ask that," Jiang Jinchuan replied. "As I mentioned earlier, the focus of our district is different. Each case is primarily handled by one consultant while the other two focus on gang violence, drugs, and arms trafficking."
"As for adding more consultants, the district police have considered it but every time they bring someone new in, they seem to lack sufficient capability." Jiang Jinchuan sighed helplessly.
"Just think about it—who can be both quick-witted and proficient in combat and firearms?"
"There are a few promising candidates being trained in Jing City, but they won't easily send them over to Haishi; at least a few more years of experience are needed."
Most of those who are capable are already overwhelmed with their current responsibilities.
"Is Haishi really this chaotic? I usually don’t see anything unusual," Lin Yuan remarked.
"The police department keeps information tightly under wraps," Jiang Jinchuan explained. "And they're quite clever about it. Remember last time when they transported prisoners using a passenger bus? Who would have guessed that it was filled with criminals?"
They had been chatting for a while when the other four arrived. Lin Yuan looked over; they were all middle-aged men, appearing to be in their thirties. Up close, he could still catch a whiff of smoke lingering on them, suggesting they were habitual smokers.
Is Xiao Jiang bringing in newcomers? The four seemed to know each other well and were preparing to lighten the atmosphere. Jiang Jinchuan, unfazed, began the introductions.
"This is our district's consultant, who just arrived last month—Lin Yuan. He's a young lad, so make sure to guide him well." After nodding at Lin Yuan, they started discussing various case details among themselves.
Jiang Jinchuan explained, "While managing things here, we also need to handle cases over there. It's not that we're ignoring you on purpose." Lin Yuan expressed his understanding.
After waiting a bit longer, the district's consultant finally arrived. The newcomer had heavy dark circles under his eyes and looked quite haggard. He simply glanced up to assess the number of people present before taking a seat.
"Hello everyone. Here in Haishi, we currently have only four cases on hand: two involving escaped suspects, and the others are a murder in a ton room and a suicide jump. I believe you all have encountered similar cases before, so within the next three days, I hope to see some progress."
He appeared much younger than the previous middle-aged men, probably only in his early thirties, though his beard was somewhat unkempt. Lin Yuan remembered he was just there to observe and didn’t speak up, but the other consultants showed signs of discontent.
"Hey," one of them said, "didn't we agree that this wouldn't just be about simple criminal cases? If this is an exchange, we shouldn't be sidelined."
The consultant from Haishi, named Ling, looked up and pulled out a gun from his waist. "There's a shooting range downstairs. If anyone among you can achieve a certain accuracy rate, I can promise you a spot in our team."
Lin Yuan clearly saw that the consultants around him were starting to grind their teeth in response.
