A month later, the publication "Story Collection" released a subscription notice for the standalone edition of "Humanity's Forbidden Island." As Hu Ruoyun had anticipated, letters of intent and cooperation proposals from all over the country began pouring in for Annan County and Laogu Township.

Chai Hongmin reported back to Township Head Feng, who felt a pang of regret seeing so many "novel" projects dismissed by Hu Ruoyun: these were all opportunities!

In times of hardship comes change; having finally secured a relatively reliable project, Township Head Feng feared losing it midway. He immediately organized meetings with the Party Affairs Office, Land Office, Finance Office, Business Management Office, Tax Bureau, and Business Administration Office to discuss cooperation plans. Three days later, he led a team to Nanhe.
This trip to Nanhe went surprisingly smoothly because Niu Huahua was interested in collaborating with Laogu Township. The two sides quickly reached a preliminary agreement: soon after, a vice president from Niu Huahua would visit Annan for an inspection. If all went well, Laogu Township would coordinate land use along with Commerce and Planning Commission departments to facilitate Niu Huahua's establishment there. Niu Huahua expressed an initial investment intention of five million yuan to set up a cattle breeding base and planned to gradually increase investment and expand the scale over subsequent years.
During these business trips, Township Head Feng only slept four or five hours each night—partly due to being busy and partly due to excitement keeping him awake!
Upon returning from his trip and sending off his accompanying staff back to Lao Gu, Township Head Feng took only Chai Hongmin with him to the county seat. They sought an appointment with County Mayor Jiang Ruming and County Committee Secretary Li Gaoqiang to "report on important work."
There were no secrets within the system; both officials had heard some news about Laogu Township but had not expected things would progress so quickly or smoothly. In the small meeting room of the County Committee, both leaders attended the meeting simultaneously.
Township Head Feng reported thoroughly on his trip's achievements and mentioned that Niu Huahua from Nanhe was about to come for an inspection. He requested both officials' presence at this meeting while also asking for coordination with relevant departments such as Planning Commission, Land Resources, Commerce...
The two officials felt a surge of joy in their hearts, but exchanged glances and quickly put on serious faces.

The County Head presided over the meeting while Secretary Li Gaoqiang set the tone. A week later, a delegation from Niu Huahua arrived in Annan under the leadership of a Vice President surnamed Cheng. County Head Jiang Ruming accompanied them throughout the visit alongside heads of relevant departments. That evening, Secretary Li Gaoqiang attended a reception banquet and once again expressed a strong willingness for mutually beneficial cooperation with Niu Huahua. The hosts and guests enjoyed themselves thoroughly.
Three days later, a signing ceremony for the memorandum of cooperation took place in the multifunctional hall of Annan County Hotel. The CEO of Niu Huahua specially attended the signing ceremony and signed on behalf of both parties with County Head Jiang Ruming.
Mayor Meng Xiangjun of Jinan City and others were present to witness the ceremony.
Once the autumn corn was harvested, Annan completed land acquisition work for dozens of acres at the junction of Su Village, Xin Zhuang, and Wu Ying. Construction teams entered the site, quickly achieving water, electricity, and road connectivity. Production workshops and office buildings began construction.
Moreover, the initial investment of 5 million yuan was only for infrastructure costs; funds for dairy cows and equipment were budgeted separately.
