Qiu Chengcai drove smoothly, quickly turning onto the Provincial Road leading to the county town after leaving Gaoqiao Town. While showing off his driving skills, he boasted to the people in the car, "My dad said he would arrange for me to work at the county insurance company next month, starting as a Business Manager... with a monthly salary of 430 yuan. Mao Na remained silent, while Zhang Meina chimed in, "Brother Qiu, are you not satisfied with the insurance company?"
Qiu Chengcai wore a smug expression, "Aside from my parents, I just don’t want anyone telling me what to do... Plus, once I start working, I won’t be able to visit Xiao Na as often." He glanced at Mao Na in the back seat through the rearview mirror, looking for her reaction.
Mao Na still didn’t say anything.
After more than twenty minutes, they reached Huancheng Road in Annan County City. Next to the South Ring Roundabout was a police booth where a red and blue flashing police car was parked. Four or five traffic police officers were holding red and blue directing wands, checking passing vehicles.
Qiu Chengcai turned the steering wheel sharply towards the side road and slammed on the brakes with a screech.
Hu Ruoyun turned to him and asked, "Brother Qiu, what's wrong?"
Qiu Chengcai looked embarrassed, "I... I... don’t have a driver's license!"
"Why don’t we take a detour and enter the city from another intersection?" suggested Zhang Meina.
Qiu Chengcai lost his earlier bravado and awkwardly blushed as he said, "Let’s try going around from the west." He started the engine and turned to make a U-turn.
But the more flustered he became, the worse things got. A bicycle approached from behind just as he was turning; caught up in his maneuvering, he forgot to signal. The cyclist didn’t expect the parked car to suddenly move; there was no time to brake. The front wheel of the bicycle crashed heavily into the left front door of Qiu's car, sending the rider tumbling to the ground.
The incident happened so suddenly that none of the four people in the car reacted in time.
Furious, Qiu Chengcai flung open his door and grabbed the middle-aged man who had just gotten up from the ground, slapping him across the face. "Are you blind?!"
He then glanced at the dent on his car door with dismay. "You’ll pay for this! 500 yuan—no less!"
The cyclist was equally enraged and punched Qiu Chengcai squarely in his handsome face. "How dare you hit me! Don’t you know whose territory this is?!"
Things escalated quickly as they began to grapple with each other. Hu Ruoyun hurried over to mediate, but neither of them paid him any mind.
Soon enough, bystanders gathered around, and someone went to report it at a nearby police booth.
The police car blared its siren as it approached. Four officers got out and shouted to separate the two men.
Since there had been physical conflict, this was no longer just a traffic accident.
The traffic police first verified their identities. The middle-aged man looked defiant as he declared, "My surname is Niu; my full name is Niu Jun, Chahhe Village Chief! You little brat better watch out; I’ll deal with you later!"
Chahhe was an "urban village" within Annan County City. Due to its geographical advantages, many county factories such as paper mills, cotton spinning mills, and diesel engine plants were built on its land. In exchange for this land use, these factories held shares in Chahhe Village. The saying “Better be a village chief than a Town Chief” reflects how people preferred being village leaders in Chahhe rather than serving as Town Chiefs elsewhere—highlighting Chahhe Village's unique status.
Qiu Chengcai retorted indignantly, "My dad is Qiu Mingren!"
The traffic police officer leading the team couldn't recall who Qiu Mingren was at that moment. He coldly stated, "I don't care if your father is a 'celebrity.' You are driving without a license, the vehicle will be impounded, and both parties are fighting. Wait for the police station to handle this." He then used his radio to call for a tow truck and contacted the Town Police Station.
Qiu Chengcai was left speechless, his face flushed with anger. If he had mentioned that his father was the Deputy Secretary of the County Committee, it might have made a difference.
The police car from the Town Police Station arrived, and two officers got out. One of them, Xiao Xu, surprisingly recognized Hu Ruoyun; he had visited their home with Qiu Sixi, but Xiao Xu did not notice him.
The leading traffic officer approached Xiao Xu to explain the situation and exchange opinions. After a brief discussion, another officer came over at Xiao Xu's signal to escort Qiu Chengcai and Niu Jun into the police car for the station, while the traffic officer issued a vehicle impound notice to Qiu Chengcai.
As for Hu Ruoyun and the others, they were also informed that they needed to go to the police station to make statements.
The police car led the way, followed by a traffic police vehicle carrying Hu Ruoyun and the others.
About seven or eight minutes later, both vehicles arrived at the Town Police Station compound. One officer guided Hu Ruoyun and the other three into another room to take their statements, while Niu Jun and Qiu Chengcai were taken to an interrogation room.
Before long, they heard Qiu Chengcai's voice shouting from another room, "My dad is Qiu Mingren! Try detaining me!" Then there was a sound of a door slamming, followed by Xiao Xu storming in angrily: "So what if your dad is Qiu Mingren? I know who he is, but I'm still going to detain you!"
This time, Xiao Xu noticed Hu Ruoyun sitting quietly after finishing his statement. "You... what are you doing here?"

Xiao Xu gestured towards Mao Na and the others. "Are you all together? What's your relationship with that Qiu guy?"
Hu Ruoyun looked at Mao Na, who thought for a moment before replying, "No relationship; just hitching a ride."
Xiao Xu then asked the recording officer, "Are you almost done?"
The officer replied, "Almost."
Xiao Xu said, "If there's nothing else, they can leave."
Just as they were speaking, a frantic woman's voice suddenly echoed from outside: "Who’s in charge here? Come out! How dare you detain my son? You’ll regret this!"
Then they heard Qiu Chengcai's voice from another room: "Mom! I'm here! They won't let me out and said they're going to detain me for three days!"
Xiao Xu turned to go outside, with Hu Ruoyun following closely behind.
They saw a woman weighing around two hundred pounds and nearly fifty years old, dressed in a blue floral dress. She stood with her hands on her hips in the courtyard. When she noticed no one was paying attention to her, she rushed to the detention room door and kicked it: "Let my son out! I want one living person out here now!"
Mao Na whispered behind Hu Ruoyun, "That's Qiu Chengcai's mother, He Ailian!"
He Ailian heard the commotion and turned to see Xiao Xu along with Hu Ruoyun and Mao Na behind him. She pointed angrily at Xiao Xu: "You! Get my son out! Or I'll skin you alive!"
Without waiting for Xiao Xu to speak, she glared at Mao Na. "Xiao Na, my Chengcai is locked up, so why are you fine? Aren't you two together?"
Mao Na hesitated, unsure of what to say. "Auntie..."
The Fat Woman snapped, "Hmph! I never approved of your relationship. I don't know what got into Chengcai to fall for a little vixen like you..."
Mao Na's face flushed bright red.
Hu Ruoyun gave her a supportive nudge. "It's not worth getting worked up over someone like her! This actually gives you a reason!"
Mao Na calmed down and noticed that Jiang Qiuying had finished taking her statement. She turned to Xiao Xu and asked, "Officer, can we leave now?" Seeing Xiao Xu nod, she turned to pull Zhang Meina and Jiang Qiuying along, signaling Hu Ruoyun, "Let's go!"
Without even glancing back at the Fat Woman or caring about what she was saying, they headed out the door of the police station.
Just a short distance away, they heard a creaking sound as a police car pulled up beside them. Xiao Xu got out from the passenger seat and approached Hu Ruoyun. "Director Qiu is on a business trip. Can you guide me on what to do next?"
Without hesitation, Hu Ruoyun replied, "Leak the news; make sure it has as much impact as possible! Call Wang Zhiguo and have him contact the County Discipline Inspection and Supervision to get involved!"
Xiao Xu nodded and decided not to get back in the car. He waved to the driver. "Jialiang, see where they're headed and take them there!" Then he strode back into the police station.
The police car driver got out and opened the door for them. "Get in; I'll give you a ride."
