Soon, countless people flocked to him. There had been a previous crime lord in the area, but it was unclear whether any agreement had been reached between them. All anyone knew was that after the arrival of this new figure, the crime lord had vanished, and crime in every city surged. 0
 
Moreover, more and more individuals were gaining peculiar powers; even an ordinary person could quickly become a troublesome Mage. It was said that these abilities were granted by the so-called Devil, which excited those without power who wished to engage in wrongdoing. They immediately began preparing to ally themselves with this so-called Devil, resulting in his influence growing rapidly as he stirred chaos in several major cities. 0

Although they were nominally direct subordinates of the emperor and guardians of the empire, there were also ministers and officials within the empire. Nevertheless, Jackb had no objections to Agil's plan. 0

Now someone had spoken up. Oghast couldn't care less whether they were willing or not; those who wanted to handle this matter had already shown up. How they dealt with it didn’t concern him either. Even if this approach seemed bloody, Oghast didn’t mind as long as he could present a satisfactory outcome to the emperor—a strong nation upon his return—regardless of how they achieved it in between. 0

As for whether Jiang would be suspected, it didn't matter much; the priority was saving Makarov. 0

This reliance fell once again on Jiang. As one of the Holy Twelve Shields, Jiang could easily meet with Makarov.
