Cui Ming was not entirely clear on the details, but based on Li Qing's description, Sadin should be on the side of justice within Silent City. Silent City was not dark; it was a typical chaos where justice and chaos were unrelated concepts. Order and chaos were relative; darkness and justice were also relative.
As previously mentioned, Pirate City belonged to a dark order while ordinary city-states like Dawn City belonged to a just order. The Balance Sect belonged to order and had nothing to do with justice or darkness.
