He took care of John's brother because he knew that his life had been saved by John's sacrifice; for soldiers, repaying such debts is simple—one life for another. His intention in keeping John's brother close was so that if John ever faced danger again, he could take his place.
However, what Peter never expected was that he wouldn't even fulfill this last wish; he watched helplessly as John died right before him. All of this was due to that damned man in black; he never anticipated such a powerful counterattack at death's door—he had underestimated the enemy's strength too much. As commander of Vulture and John's superior, he felt he had failed—not only Vulture but also John.
