The person who called himself "Captain Lei Meng of the Third Special Operations Team" had been negotiating with Ling Jie, occasionally picking up the radio to say something, likely consulting with his superior officer.

On April 8, Jinling contacted other surviving regular forces for an emergency discussion that lasted a day and a night. They quickly established a military control system for the apocalypse, known as the safe zones—Satellite City—a three-tiered shelter system.
The safe zones are areas where various regular forces and military districts are stationed. As for what missions will be issued and what rewards will be given, the military grants maximum authority within the safe zones, Satellite City, and shelters to autonomously establish rules, only requiring documentation for reporting purposes.
Why can't it be enforced?
It's simple: some Survivors have evolved beyond ordinary humans and possess great strength that even the military cannot control. Moreover, overly strict military control could lead to backlash; a balanced approach is the best choice.
