Baliushu Township submitted several reports to the county:
The first report stated that over eighty percent of the village-run primary schools and junior high school facilities in the area were in disrepair, with about one-third classified as severely dilapidated by the higher education authorities. The report emphasized that no matter how difficult the circumstances, children should not suffer, and education should not be compromised. It earnestly requested funding from higher authorities for the maintenance and construction of school facilities, totaling several hundred thousand yuan.
The second report announced that after the construction of the Hun River Bridge begins next year, Baliushu will have direct access to the national highway. With Wendong Mountain as a support, along with convenient transportation and abundant raw materials, Baliushu plans to establish a medium-sized cement factory, along with smaller factories for producing precast panels and asbestos tiles. The total investment is estimated to be around 11 million yuan.
The third report is a detailed development proposal for Bull's Horn Mountain, prepared by the Jiang Group of Yanjing. This report highly evaluates the tourism potential of Bull's Horn Mountain and suggests a one-time investment with lifelong returns. However, the total investment is considerable, amounting to 1.1 billion yuan.
The overall vision is to leverage the two mountains to create an industrial and tourism brand for Wenyuan.
It must be said that these reports are not only pragmatic but also ambitious and profound. It would be a significant achievement, not just for Baliushu Township, but even if all of Wenyuan's resources were dedicated to it.
