Wang Hongjian said that Annan County currently has six regular high schools: Annan No. 1 High School, Annan No. 2 High School, Annan Sixth Middle School, Annan Qizhong, Annan Eight Middle School, and Annan Experimental High School. Except for Qizhong located in the eastern part of Annan County at Qiliying and Eight Middle School situated in the southern part of Annan County in Gaoqiao Town, all other high schools are located in the county seat.
In the entrance examinations over the years, Qizhong and Eight Middle School have consistently had the lowest admission scores! The county seat, as the political, economic, cultural, and educational center of Annan, indeed has better conditions in various aspects. Many teachers are trying to transfer to schools in the county seat, resulting in a weak faculty and outdated teaching standards at these two high schools. Consequently, students are unwilling to apply to these schools.
With fewer students, teachers' salaries cannot improve, leading teachers to desire transfers even more. This creates a vicious cycle! The schools with better graduation rates attract more applicants and receive more attention from the county. In contrast, with poor graduation rates at Qizhong and Eight Middle School, it becomes embarrassing to apply for funding from the county... Just look at our playground; it's just a patch of yellow earth. Look at the high schools in the county seat—who doesn't have a plastic track and green fields? The playground of No. 1 High School is almost larger than the entire area of Eight Middle School!
Our school admitted eight classes two years ago, but now we don't even have five classes left... They are all finding ways to transfer out.
Take No. 1 High School as an example; they have twelve review classes for seniors each year, plus eight graduating classes—one grade alone has far more students than our entire school!
At this rate, Qizhong and Eight Middle School will eventually be "cut off"!
Liu Ru Yan listened intently: "Teacher Wang, if you were in charge, could you revive our school?"
At this point, Wang Hongjian was no longer pondering the intentions of this beautiful woman before him; he spoke candidly: "Increase teacher salaries and recruit a group of high-quality faculty. As long as we have good teachers, we won't worry about not attracting good students or about low graduation rates. If we do this, we can change the backward situation of this school within three to four years and create a positive cycle!"

At Annan County Hotel, Hu Ruoyun booked a room for Liu Ru Yan. As they were parting ways, Liu Ru Yan said: "I think we can improve the situation at the school..."
Hu Ruoyun asked: "Should we arrange a meeting with the county leaders to discuss this?"
Liu Ru Yan replied: "Next time. I'll draft a plan first; it's too early to talk now. You two go back; tomorrow we won’t do anything but eat and have fun together!"
Hu Ruoyun felt a surge of excitement; if Liu Ru Yan could invest in education in Annan, it would not only improve the uneven development of high school education but also stimulate multiple aspects of the economy. Economic growth would promote cultural development, and culture would likewise drive economic enhancement.
