On Monday morning, Zhou Bin approached Li Hao to report on the day's schedule. Li Hao asked Zhou Bin what key projects in Yurou County could be proposed to the Provincial Government. Zhou Bin, while taking notes, replied that he would ask the project office shortly and report back.
Li Hao thought to himself that if it were Lin Xiao, she would probably list them all off in one breath and then send over an accurate list of key projects. He then inquired again whether the rental subsidies for Gengxu Town had been allocated to the Finance Bureau last week. Zhou Bin, sweating slightly from the pressure of the questions, responded that he would check with the Finance Bureau and report back.
Li Hao reflected that if it were Lin Xiao, she would have already followed up on last week's assignments by Monday morning before entering her office. Zhou Bin was starting to feel overwhelmed; it was early in the day, and he had a million questions about the county chief's situation.
Noticing that Li Hao had stopped questioning him, Zhou Bin picked up the folder from the desk, closed his notebook, and stepped out of the county chief's office, ready to take a deep breath. However, he found Zhang Deputy County Head waiting at the door.
Zhang Deputy County Head asked Zhou Bin if there was anyone in the county chief's office and insisted on going in for a definitive answer. It turned out that Zhang was also the Director of Finance, who had been appointed around the same time as the Executive Deputy County Head. The young man from the Finance Bureau, Mei Bin, was quite capable but had moved to the Provincial Finance Department, leaving Zhang in need of a competent secretary.
Zhang Deputy County Head chatted with Li Hao about work progress before engaging in some casual conversation. Li Hao sensed that Zhang still had something on his mind since he wasn’t finished speaking yet.
Eventually, when Zhang ran out of small talk, he complained, "Li County Chief, you have no idea how hard it is to manage young people these days; they aren’t as eager to pursue progress like we were back then."
Li Hao thought to himself that Zhang was finally getting to the point.
Zhang continued, noticing that Li Hao was just smiling. "I see Lin Xiao has been in the document room lately; I think she’s quite capable. It seems a bit beneath her to be assigned there."
Li Hao realized that Zhang had come over to poach Lin Xiao. If this had happened last week, he might have suggested arranging things with Luo Qianwei instead; now he too recognized Lin Xiao as a talent.
"Lin Xiao," he mused aloud, "I think she doesn't yet grasp policy documents thoroughly enough; let her hone her skills in the document room for now. She’s showing significant improvement."
As he spoke, Li Hao handed over a paper he had taken from her earlier to Zhang Deputy County Head. "Look at how she compared our key tasks with those of the Provincial Government last week; she’s quite diligent."
Upon hearing this, Zhang realized there was no chance; it turned out Li Hao had specifically arranged this. The county chief's decision was indeed insightful—there seemed to be no unimportant positions; Lin Xiao could excel anywhere.
"Indeed," Li Hao agreed.
Zhang Deputy County Head added a couple more comments before leaving with a hint of disappointment.
Meanwhile, Luo Qianwei was busy revising materials written by Meng Kai and growing increasingly frustrated. "Xiao Meng," he said, "you’ve been at the government office for nearly a month now; why are you still struggling to get up to speed?"
Meng Kai felt a sense of shame as he lowered his head in response to Luo Qianwei's complaints. He thought to himself, "You need to give me some time to grow," but he dared not voice his frustration.
The internal phone rang, and upon seeing it was the county chief calling, Luo Qianwei quickly picked it up. Meng Kai could only listen as Luo Qianwei kept saying, "Okay, okay, sure, sure," his face breaking into a smile filled with wrinkles.
