The Old Inspector seemed to smile without a care in the world.
"Wu Ji, I understand your concerns for your son and your grievances against our Thirteenth Division. The Chief Inspector has mentioned this to me before. Since you are one of the veterans in our department, the Chief Inspector has often been accommodating towards you. However, I am different; the Execution Department does not tolerate disobedience. Are you now turning against us?" Chen Mo said calmly.
"Chen Changguan, I dare not!" came the reply from his subordinate.
The Old Inspector revealed a mocking smile and said, "All matters concerning the Thirteenth Division are approached from the perspective of the state and the people. What is my Wu Ji's son's life worth?"
"Hmph!"
Chen Mo released Zuo Ci's blood-stained hand and whispered, "Fang Xian looks familiar; he resembles a target we've been watching for quite some time in the Thirteenth Division!"
"Is that so?" Zuo Ci squinted and laughed, "Perhaps it's because I have a common face; everyone says I look like Wu Yanzu from Tongcheng! It puts a lot of pressure on me!"
"Fang Xian is truly humorous; that doesn't match your temperament at all," Chen Mo said, his gaze sharp as he looked at Zuo Ci.
"Who knows?" Zuo Ci feigned a serious demeanor and chuckled softly, "It's like some people who wear suits and ties, strutting around government offices as if they are public servants during the day, but at night they feast on the very people they serve. Am I right, Chen Changguan?"
Chen Mo's eyes twitched slightly.
Indeed, that was somewhat veiled criticism.
These Eastern Japan ninjas have all died here! Chen Mo's expression darkened.

Chen Mo looked at Zuo Ci in his Taoist attire, yet he spoke of abstaining from meat and having a Bodhisattva Heart, leaving him unsure of where to direct his ire.
There were too many points to criticize.
This guy was cunning; he started off by flattering himself.
The enmity between China and Eastern Japan is well-known throughout the world.
Even if it were up to him, he wouldn't shed tears over these Easterners.
However, China and Eastern Japan had not yet reached the point of open conflict. If no clear evidence could be found, it would be difficult to silence those Little Devils.

The Old Inspector interjected, "What you're doing is against the rules!"

The Old Inspector found himself momentarily speechless.
"Chief, arrests must be based on evidence!" Zuo Ci remarked, casting a peculiar glance at Chen Mo. "What evidence do you have to prove that I killed those people? Witnesses? Physical evidence?"
Chen Mo took a deep breath. "The Thirteenth Division has never needed evidence to make arrests!"
"In the struggle for National Fortune, sacrificing a few for greater gains is clearly worthwhile."
"Hahaha!" The Old Inspector sneered. "Chen Changguan, after all these years, you remain as devoted to the country and its people as ever!"
Hearing the mocking tone of the Old Inspector, Chen Mo's expression turned somewhat grim.
He turned to the Old Inspector and said, "When I sent you to Tongcheng back then, it was still too light a punishment. After all these years, your thoughts have become so depraved, colluding with Daoist Zuo."
"You've committed countless bloody crimes, and what have you been doing? Concealing the truth and failing to report it."
"Is this how you work?"
The Old Inspector scoffed and extended his hands. "Then why not just cuff me too, Chen Changguan? It's year-end; I need to boost my performance. This old subordinate of yours still holds some value!"
"You!"
Chen Mo was furious but ultimately held his tongue. After all, the Old Inspector had devoted too much effort to the Thirteenth Division; even his own son had been lost in service.
"You can choose to resist. In that case, I will regard you as part of the Evil Path. According to the Thirteenth Division's Lun Ling Act, I have the right to execute suspects during their arrest!"
Chen Mo no longer pretended. He straightforwardly told Zuo Ci, "Whether you kill or not, you are the one who will bear the blame for this!"
